Can a building lose its listing?

It's very rare, but yes, a building can lose its listed status. This usually happens if it's been so drastically altered that it no longer holds its original special interest, or if new information comes to light proving it wasn't as significant as first thought. For St Andrew's, even with the fire damage, its historic core would likely remain protected.
