US says Russia gets no economic relief until Ukraine war ends

America's top treasury official has told Russia that no economic agreements are possible until its war in Ukraine stops. Scott Bessent met the Russian finance minister, Anton Siluanov, at a G20 meeting in North Carolina. Britain also doubled penalties for sanctions breaches, with fines now increasing to 100% of the value.
