Hertfordshire's expenditure on new 20mph schemes reached £4.64 million, with Oxfordshire recording £3.03 million and Cornwall £2.66 million. Of the 174 roads returned to higher limits, 92% were in Wales, including 47 in Flintshire. William Yarwood of the TaxPayers' Alliance called the spending a waste, while Confused.com's motoring expert said the aim is road safety.
