New review finds police leadership in England and Wales needs fundamental change

An independent review has warned that police leadership in England and Wales is not consistently good enough and needs a major shake-up. The report, published on Monday, found weaknesses in identifying and developing leaders, with low morale and motivation among officers. It recommends restoring central funding for leadership development and creating a new senior constable rank.
