Ratings agency Moody's has warned that Prime Minister Andy Burnham's plan to bring water companies under greater public control could deepen the sector's money problems, The Telegraph reports. It said constant political pressure and doubts about future ownership are putting off investors and raising borrowing costs. Moody's said this could lead to another round of credit downgrades and delay badly needed upgrades to the network.
