Middlesbrough, Hounslow and Bradford are the toughest places in England for children to grow up, according to a new study by the Children's Commissioner. The report, due on Monday, ranks every council area using nearly 100 measures, including health, housing, schools and safety. Cheshire East, Merton and Surrey came out best.
