Burnham rejects welfare cuts to fund defence spending

Prime Minister Andy Burnham has ruled out cutting welfare benefits to increase the defence budget, a move some Tories have pushed for. His Chancellor, John Healey, previously resigned as Defence Secretary over insufficient military funding. Healey has also said it's a "moral" and "fiscal" duty to get young people off welfare and into work.
