Burnham announces technical education and apprenticeship bursary plan
Prime Minister Andy Burnham announced plans on Tuesday to offer technical subjects to pupils from Year 10, age 14, alongside core academic study. Teenagers from universal credit households will be eligible for bursaries of up to £4,500 a year, funded through a levy on large employers. Burnham said the system currently treats non-university pupils as second class citizens, with reforms starting in September 2028.
