Andy Burnham wants key services in public hands during first PM address

Tuesday is his first time speaking from the front bench in over 16 years, following six successful weeks in power. He intends to offer parliament a message of nationwide optimism, deliberately avoiding the usual aggressive political arguments. Also this afternoon, justice secretary Alex Norris will detail new rules for letting inmates out of jail early.
