Ministers told to fund pledges from existing budgets
Chancellor John Healey and Prime Minister Andy Burnham told cabinet ministers in a joint letter on Friday that no extra money is available for new policy pledges. Departments must instead pay for priorities such as the energy VAT cut, reduced pub business rates and devolution plans by reprioritising current budgets. The letter calls for discipline on spending ahead of Healey's first budget on 28 October.
