Why has Fifa fined this exact banner twice?
The same Falklands banner drew a Fifa case on 29 July, after Lo Celso held it in Argentina's 2-1 semi-final win over England on 15 July. Fifa opened proceedings citing political messaging, and charged four players and a coach after the final loss to Spain. Fifa fined the same association 20,000 pounds for an identical banner in 2014, before a friendly against Slovenia.
