On Tuesday, Paul Condon, who previously served as Metropolitan police commissioner, conceded that the covert monitoring of Stephen Lawrence's family constituted institutional racism. Covert monitoring happened in the 1990s while the family sought a proper investigation into Lawrence's racist murder. Condon, the highest-ranked officer to give evidence, apologised for the "horrendous" abuses by the special demonstration squad.
