Prison Service officials have warned that exempting PC Andrew Harper’s killers from early release would mean even more prisoners get out early. Thousands of sentences would need recalculating, creating a need for further releases within 18 months. Downing Street said the Prime Minister is still trying to find a way to keep them behind bars.
